IA 82.2: A H8553 to HF 2686, Shall Amendment H-8553 be adopted? |
ON A H8553 TO HF 2686: INDEPENDENT CONTRACTOR RECLASSIFICATION - Amendment replaces the
House version of bill with legislation passed by the
Senate in SF 2416 which broadly redefines
employee and subjects employers to wage
collection actions by the labor commissioner as well
incorporating independent contractor
reclassification for all forms of construction. |
|
| 2 |
IA 82.2: Amendment 8039, Shall Amendment 8039 be adopted? |
On Amendment 8039: BONUS DEPRECIATION OF
BUSINESS ASSETS - Amendment H-8039 to the
Internal Revenue Code update bill would have
allowed Iowa businesses to capture“bonus
depreciation” of business assets on their State of
Iowa tax returns along with their federal taxes. As
a result of the the federal Economic Stimulus
package approved by Congress and signed by the
President in February 2008, businesses may
accelerate their Section 179 expenses to $250,000
for tax year 2008 going forward, but only on their
federal returns. |
|
| 3 |
IA 82.2: Amendment H-8198 to HF 2645, Right to Work protection |
ON AMENDMENT TO H-8198 TO HF 2645: RIGHT
TO WORK PROTECTION - specifically excludes
bargaining for agency fees from non-
union members as a condition of employment. The
amendment passed 100-0. |
|
| 4 |
IA 82.2: Amendment H-8207 to HF 2645, Free Non Union Members from Collective bargaining |
ON AMENDMENT H-8207 TO HF 2645: FREE NON-
UNION MEMBERS FROM COLLECTIVE BARGAINING-
Frees individuals from constraints of collective
bargaining if they
choose not to join government employee unions. |
|
| 5 |
IA 82.2: HF 2645, Shall the bill pass? |
ON HF 2645: GOVERNMENT UNIONS BARGAINING -
Allows "open scope' bargaining by
government employee unions for items not
mutually agreed upon with local school boards, city
councils, and other tax-payer funded entities.
Combined with binding arbitration laws, this results
in increased property taxes.
The bill passed: 52 yes, 47 no, 1 absent |
|
| 6 |
IA 82.2: HF 2663, Shall HF 2663 pass? |
ON HF 2663: STATEWIDE USE TAX INCREASE -
Repeals current school infrastructure local option
sales tax and adds a statewide one-cent sales and
use tax, increasing use tax on
business purchases by $40-60 million annually. |
|
| 7 |
IA 82.2: HF 2686, Shall HF 2686 pass? |
ON HF 2686: INDEPENDENT CONTRACTOR
RECLASSIFICATION/ID REQUIREMENTS-
Broadly reclassifies independent
contractors in all forms of construction and
landscaping outside current definitions of the IRS
as well as workers' compensation insurance. Would
make Iowa employers subject to stiff penalties for
misclassification of workers who work
independently on construction projects. Also
creates a state employment verification program
duplicative of federal I-9 requirements. |
|
| 8 |
