1 IA 84.1: Amendment S-3027 to SF 209, On Final Passage Amendment S-3027 to SF 209: ANNUAL TAX COUPLING - An amendment to require that the general assembly act on legislation coupling Iowa's tax code to federal internal revenue code by January 31 of each year in order to provide taxpayers certainty in tax planning and filing.

2 IA 84.1: Amendment S-3255 to SF 522, On Final Passage Amendment S-3255 to SF 522: PROPERTY TAX CREDIT FUND INCREASE - An amendment to increase the amount of funds available for commercial and industrial property tax credits to $100 million in 2013; $150 million in 2014; and $200 for 2015 and beyond without contingencies on state revenue growth.

3 IA 84.1: HF 590, On Final Passage HF 590: IOWA PARTNERSHIP FOR ECONOMIC PROGRESS -A bill creating the Iowa Partnership for Economic Progress - a new economic development authority with a goal to be more dynamic with private-sector talent and resources. The collaboration will involve an Economic Development Authority and the Iowa Innovation Corporation. The entities will have separate boards and authority but will collaborate to attract and retain jobs.

4 IA 84.1: SF 209, On Final Passage SF 209: FEDERAL TAX COUPLING - Bill to couple Iowa's tax code to the federal internal revenue code for a number of tax credits but also allows deduction of expenses commonly called “179 expenses” and allows Iowa taxpayers the benefit of federal “bonus depreciation” on their state return on machinery and equipment purchases for 2011.

5 IA 84.1: SF 267, On Final Passage SF 267: RAILROAD CLOSE CLEARANCE: A bill establishing overburdensome regulations on private landowners with rail spur by creating a minimum clearances for railroad track used for transporting freight.

6 IA 84.1: SF 303, On Final Passage SF 303: FEDERAL EXPANSION OF UNEMPLOYMENT ELIGIBILITY - A bill lowering eligibility standards under Iowa law to provide a 13-week extension of unemployment benefits through a federal unemployment fund. The fund is bankrupt and borrowing dollars from the federal government and would be repaid with interest by employers’ FUTA taxes. Will permit extension of up to 86 weeks of unemployment compensation for some Iowans costing an additional $34 million.

7 IA 84.1: SF 311, On Final Passage SF 311: WAGE PAYMENT COLLECTIONS - Bill to expand the powers of the Labor Commissioner in the area of wage collection by creating a presumption of guilt on all employers with regard to way payment and payroll deductions. Creates presumption of failure to pay minimum wage without mandated payroll records, places new burden of proof on all employers regarding payroll deductions and increases penalties beyond those already permitted.

8 IA 84.1: SF 471, On Final Passage SF 471: NEGOTIATED RULEMAKING - Bill requiring state agencies to participate in negotiated rulemaking with stakeholders from the regulated community. Also requests a "red tape interim study committee" of legislators to review rules and regulations to evaluate their impact on small business and workers.

9 IA 84.1: SF 506, On Final Passage SF 506: SMALL BUSINESS HEALTH INSURANCE TAX CREDIT - Bill providing for a credit to be used against Iowa income tax liability equal to 25% of the federal credit for employers with 10 or fewer full-time employees for the sponsorship of health insurance.
