The entities will have separate boards and authority but will collaborate to attract and retain jobs.

SF 303: FEDERAL EXPANSION OF UNEMPLOYMENT ELIGIBILITY - A bill lowering eligibility standards under Iowa law to provide a 13-week extension of unemployment benefits through a federal unemployment fund. The fund is bankrupt and borrowing dollars from the federal government and would be repaid with interest by employers’ FUTA taxes. Will permit extension of up to 86 weeks of unemployment compensation for some Iowans costing an additional $34 million.

SF 311: WAGE PAYMENT COLLECTIONS - Bill to expand the powers of the Labor Commissioner in the area of wage collection by creating a presumption of guilt on all employers with regard to way payment and payroll deductions. Creates presumption of failure to pay minimum wage without mandated payroll records, places new burden of proof on all employers regarding payroll deductions and increases penalties beyond those already permitted.
